One of the Mass. Council's goals is to further integrate problem gambling education and outreach services at all Department of Public Health / Bureau of Substance Abuse Services (DPH/BSAS) contracted substance abuse treatment agencies. The Council works to train staff persons at each agency to identify and treat gambling problems.
The project has five components:

- Certificate Program for Clinicians – The Mass. Council offers a certificate program which awards provisional certificates to professionals who complete a certain number of hours in both training and in supervised clinical counseling with problem gamblers or their families. The certificate program, which is funded by DPH/BSAS is free of charge for interested clinicians and will offer participants half of the credits they will need to achieve a national certification. - Clinical Supervision – The Mass. Council works with clinicians to provide individual or group clinical supervision while counseling people affected by problem gambling.
- Training – The organization provides trainings for clinicians interested in obtaining credits towards a state certificate (see #2).
- Guidelines – DPH/BSAS and the Mass. Council are working to develop policies around gambling-free environments. DPH/BSAS contracted agencies will be among the first to implement these guidelines in the near future.
